By the decree of the Honourable Chief Minister of Sindh, Syed Qaim Ali Shah on 12th April, 2008 at Larkana, Chandka Medical College (CMC) was upgraded and converted into Shaheed Mohtarma Benazir Bhutto Medical University (SMBBMU) Larkana. Then the bill for this University was presented and unanimously passed by Sindh Assembly on 12th September, 2008. The act was notified by Honourable Governor of Sindh on 18th October, 2008 and finally the first Vice Chancellor of the University took over the charge on 9th July, 2009.The Chandka Medical College was established on 20th April, 1973 by the then Prime Minister, Mr. Zulfiqar Ali Bhutto. The name “Chandka” was selected as it is an oldest name of Larkana and has been derived from “Chandio Tribe” which is the oldest tribe residing in this area.

The university has been equipped with a well-established teaching institute having 1500 Hospital beds and a bevy of highly qualified personnel. This institute has been providing Medical facilities to the population of Interior Sindh, parts of Balochistan and Punjab provinces.

Today, this University stands as a shining star in the horizon of all teaching Colleges across the Country (Pakistan) and has achieved immense positions both nationally and globally, ranging from College of Physicians and Surgeons Pakistan (CPSP), Higher Education Commission (HEC) and Pakistan Medical and Dental Council (PMDC) to General Medical Council of England.

In order to enhance the quality of output and efficacy of the higher education learning systems at universities, a mechanism of establishment of QECs has been developed by the Higher Education Commission (HEC) Islamabad under the umbrella of Quality Assurance Agency. To achieve the goal, HEC is establishing the QECs in Public and Private sector Universities of the country. At present the QECs are established in about 80 Universities and this University is amongst one of them. The QEC at this University has decorously commenced functioning from May 02, 2011.

• Supporting the Model Departments in equipping the students to make effective contribution to society and to the welfare of the patients.

Objective:

• Working very closely with the Model Departments towards preparation of the SAR by providing them with the help and support as and when required.
• Providing monitoring and control to the Model Departments by evaluating their SARs on different stages of the process against the Criteria and Standards provided by the HEC/QAA for the SAR's.
• Ensuring keeping the different stages of SAR within the time frame mutually agreed upon between QEC and the Model Department.
• Apprising the Model Department Teams about the QAA meetings, Seminars, and Training Sessions to keep their sense of belonging.
• Ensuring the medical education findings are translated into practice, by advising the Model Departments.
•  Making the Students aware about preparations to enter the rapidly changing world of health care delivery.
• Providing awareness about quality assurance and enhancement across the institution through Awareness Sessions, Training Workshops and Seminars.
• Keeping the Model Departments motivated towards Quality Assurance and Enhancement Processes and Procedures by informing and updating them about the achievements of other Institutions and their resulting recognition by HEC/QEC in terms of improved ranking.
• Liaising between the model departments and the HEC/QAA to keep QAA updated regarding the performance of the model departments and to keep them informed about their successes towards achievement of the Vision and Mission.
• To enhance the profile of the community by facilitating the collection and use of our heritage, in partnership and cooperation with other academic and community bodies.
• To disseminate resources to the community at large through celebratory events, conferences, presentations, publications, workshops and networks.

In order to enhance the quality of private and public Universities in various disciplines, the Higher Education Commission (HEC) of Pakistan has commenced the Quality Enhancement Cells (QEC) in Universities of Pakistan. The HEC is monitoring the quality in Universities by the QECs through its assignments given to QECs. The QEC at Shaheed Mohtarma Benazir Bhutto (SMBB) Medical University Larkana has started functioning effectively from May, 2011.

The initial assignment, given to QEC, is to start the Self Assessment of various undergraduate and post graduate courses/programs being conducted in the Universities.


The objectives of Self Assessment are:

a) Improve and maintain academic standards.
b) Enhance students’ learning.
c) Verify that the existing programs meet their objectives and institutional goals.
d) Provide feedback for quality assurance of academic programs.

Currently, QEC has started Self Assessment of the undergraduate and postgraduate courses in various disciplines at SMBBMU Larkana. Even though the University is newly established, but QEC is in full cooperation with all departments. It is strongly urged, to the departments of our University, to cooperate and play a vital role to enhance the quality of this University in all aspects so that QEC at SMBBMU can be rose to the international standards.
